In this issue the Korea Institute of Construction Technology (KICT) based in Goyang City, Korea is introduced.

The Korea Institute of Construction Technology is a public organization, conducting research of roadways and bridges, and comprehensive matters dealing with construction technologies. Established in 1983, the institute has employed about 700 researchers. In January 2005, the Highway Research Department installed UC-win/Road for their future research, and it was decided that a feature devoted to them would be of interest.
The Institute of Construction Technology was established after the reorganization and development of CWL (Civil Works Lab.) in 1948. A merger with NCL (Construction Lab of Korea) took place in 1983. They sought to spearhead research activities for the construction technologies of the 21st century on a global basis and to be a research center where technological knowledge and information is collected.

The research department covers wide ground - structures, highways, grounds, water resources, the environment, construction, disaster prevention, construction management, construction information technologies, and so forth.
Last February, a visit was paid to the research center of the Highway Research Department. Guides, Mr. Jung Gon Sung, a researcher at the Highway Research Department, and Mr. Oh Ju Sam from the Advanced Highway System Research Center of the same department gave us a brief introduction and outline of the department's research activities and achievements.
In cooperation with the Ministry of Construction and Transportation, the research department builds and operates HMS (Highway Management System) a highway management system. As an integrated highway management system, the system comprises of a "roadway management information system", "pavement management system", "bridge management system", "traffic monitoring system", "earthwork management system", and so forth.

They plan to use UC-win/Road in the on-going RoSAS (Road Safety Analysis System) project. The purpose of RoSAS is to develop an analytical system for stable road line shapes and road surfaces, and for improved ergonomical road safety, in a bid to reduce traffic accidents which cause the deaths of more than 10,000 people are killed every year. The development themes are as follow:

Developing safety analysis models and algorithms that calculate traveling speed and sight range based on the lineshape and road surface conditions
"Development of ergonomical road safety analysis system"
Developing a system that analyzes designs with consideration for road safety evaluation and road users based on ergonomics and visual information
"Development of road safety analysis vehicles"
Developing software programs that work with diverse measuring equipment (GPS, IMU, CCD cameras, Laser sensors, and so forth) which collect a road's line shape and road surface environmental information, and developing motor vehicles with the software installed for on-site use.

The Korean-language version of UC-win/Road Ver.3 will be launched in April. The Korean version will support traffic simulation features according to the traffic laws of Korea, which were described at the time of coverage. Also, their development theme for 2005 includes a "driving simulation feature". It is believed that this function will be useful for the organization's development themes in the future.
